Planning & Zoning

  • Reviews and processes applications (annexations, comprehensive plan amendments, rezoning, special exceptions, site plans, conveyances, abandonment's, plats, variances, etc.)

  • Performs zoning review of construction plans

  • Processes code revisions

  • Special projects and long range planning

  • Comprehensive Development Plan

Building

  • Reviews construction plans and issues permits

  • Performs inspections of all construction

  • Issues Certificates of Occupancy

Land Development FAQ's

Q. Who can pull an Owner Builder permit?
A. Owner Builder permits of a 1 and 2 family dwelling & only by owner/resident of a homesteaded property that lives at the property. (Condos and Apartments are not a 1 and 2 family dwelling)

Q. What are the setbacks for fences?
A. Front setback area max height 3’ 0”; side & rear setbacks are 6’ 0”

Q. Are canopies allowed on property in the Village of Palm Springs?
A. Canopies are not allowed in the Village of Palm Springs unless they have engineering that complies with Florida Building Code Chapter 16. The requirements are that the canopy can withstand 140 M.P.H. 3 sec. gust winds. The gusts must have calculation by an engineer.

Q. What if my sidewalk has been damaged?
A. Any work done on an owners property that causes the sidewalk to be broken or damaged is the owners responsibility to replace or repair the sidewalk and obtain the correct permits and inspections.

Q. What are the requirements for a utility shed?
A. The maximum size for a utility shed is 12’ on any side and 144’ sq. ft. total. There can only be one utility shed per property. The utility shed must comply with Florida Building Code (can withstand 140 M.P.H. 3 sec. gust winds) or meet the D.C.A. approved (Ted ’s Shed).

Q. What is required to put Fiber Glass Shingles on my roof?
A.

  1. There must be a minimum pitch of 2/12

  2. Any roof that has a pitch of 2/12 to 4/12 is a low-slope roof

  3. Low slope roofs require two (2) layers of underlayment

  4. Inspections on all roofs must be; sheathing, tin tag/metal and a final

  5. No affidavits or pictures are allowed. All work performed must be Inspected

Q. What are the requirements for a driveway in the right-of-way (turnout area)?
A. The minimum thickness of concrete in the right-of-way is 6” and on your property the thickness of concrete can be 4”. No steel or metal is allowed in the turnout area (swale), but it is allowed on your personal property.

Q. What are the requirements regarding a Flat Deck Re-Roofing?
A. Flat decks must provide for positive drainage. In the event that an existing roof lacks positive drainage and results in ponding water, specific water retaining roofing materials must be installed. Ponding water is defined as water that does not drain or dissipate completely from the roof surface within 48 hours of precipitation. Ponding water can also result from other sources such as improperly piped air conditioning condensate drain lines.

Q. What are the requirements regarding Emergency Egress?
A. Sleeping rooms must comply with Chapter 10 F.B.C. 2001 for Emergency Egress. F.B.C. 1005.4.3 states Maximum height from floor, the emergency escape and rescue opening shall have a sill height of not more than 44 inches (1118 mm) above the floor. F.B.C. 1005.4.4 states Minimum size. The minimum net clear opening height dimension shall be 24 inches (610 mm). The minimum net clear opening width dimension shall be 20 inches (508 mm). The minimum net clear opening area shall be 5.7 sq. ft. (0.53m2).

Exception: Ground floor openings shall be permitted to have a minimum net clear opening of 5.0 sq. ft. (0.47 m2)  If a window is replaced in a bedroom of a residential dwelling, then that bedroom must comply with section 1005.4, emergency egress openings, of the F.B.C. 2001 Edition. If that bedroom does not have an existing exterior door or window that complies with the size, height and opening requirements of section 1005.4 of the 2001 F.B.C., then one must be added.

Q. Who is allowed to call in for inspections on permits?
A. The person or company that applied for the permit is only allowed to call in for inspections (an owner is not allowed to call in inspections for a contractor).

Q. What information is needed to call in for an inspection?
A.

  1. The permit number

  2. Contractor name or owner/builder name

  3. Jobsite address

  4. Type of inspection

**and any other specifications you feel are pertinent to your inspection **
**If all the information is not called in properly your inspection will not be done.**

Q. What time are inspections performed?
A. Inspections are performed between the hours of 8:00 a.m. and 5:00 p.m.

If an A.M. inspection is requested the inspection will be made between 8:00 a.m. and 12:00 noon
If a P.M. inspection is requested the inspection will be made between 12:00 noon and 5:00 p.m.

If no time is specified then the inspection will be made between 8:00 a.m. and 5:00 p.m. We will not be able to pinpoint the inspection time closer than these times. If there is an “emergency” please contact our office and we will do our best to estimate the time.

Q. What is the phone number to call in inspections and what time should they be called in by?
A.

  1. The phone number for inspections is (561) 434-5092

  2. Inspections called in by 3:00 p.m. will be performed the next day as long as all the information is correct

  3. Inspections called in after 3:00 p.m. will be done the following second business day (ex. Called in after 3:00 p.m. on Monday will be performed on Wednesday etc.)
